Bearing in mind the principles laid down by the Division Bench of the Court in Writ-A No. 54840 of 2013 (Rajesh Bhardwaj Vs. Union of India and Others, the Court finds itself unable either to entertain the writ petition or to evaluate the merits of the challenge laid.
The petition is dismissed.
