1. Heard Manmohan Singh, learned counsel for petitioner, Sri Rajan Upadhyay, Advocate holding brief of Sri Ramesh Upadhyay and learned Standing Counsel for the respondents.
2. Petitioner is seeking mandamus directing respondents to fill the post of Senior Noter and Drafter at Bundelkhand Institute of Engineering and Technology, Jhansi by way of promotion as well as quashing advertisement as published in Employment News dated 1st to 15th August, 1995 to the extent it relates to post of Senior Noter and Drafter.
3. Learned counsel for petitioner could not show any provision under which petitioner is entitled to be promoted on said post.
4. In absence of any such provision, I do not find any right of petitioner to claim such promotion, hence no relief can be granted to petitioner.
5. Writ petition lacks merit. Dismissed.
