The petitioner in the writ petition is seeking quashing of the orders dated 27.11.2015 and 18.10.2016.
The writ petition is barred by laches. There is not a single averment in any paragraph of the writ petition explaining the laches.
The writ petition is, therefore, dismissed as barred by laches.
