JUDGMENT / ORDER

Heard Shri Pradeep Kumar Singh, learned counsel for the petitioner and Shri Mata Prasad, learned Additional Chief Standing Counsel for the respondents No.1 and 2.
Issue notice to respondents No.3 to 4, returnable within six weeks. The petitioner shall take steps for service on the respondents No.3 to 4 within one week. All the respondents may file their counter affidavit within six weeks.
List immediately thereafter.
Till the next date of listing, operation of the order dated 17.09.2016 passed by respondent No.2-Sub-Divisonal Officer/Up Zila Adhikari shall remain stayed.
