JUDGMENT / ORDER

Petitioner has approached this Court complaining about the non-payment of the final bill in respect of the work undertaken by him. Petitioner is the convener of the beneficiary committee which has undertaken the work of taring the road 'Vadetha padi - Malikkadavu'. According to the petitioner, the entire work has been completed and, Ext.P5 is the final bill submitted. The authorities have also recommended payment. But, the same has been withheld on the ground that the concerned MLA has not given consent for payment of the amount. 2. Counter affidavit is filed by the 1st respondent indicating that the completion letter was not submitted by the MLA and, therefore, the amount has not been disbursed.

3. Though the funds had been allotted for carrying out the work through the MLA fund, once the work has been completed there is no necessity for insisting for a certificate from the concerned MLA. The authorities who had supervised the work had already recommended payment of the amount and there is no necessity to keep the amount in suspense. Accordingly, the Writ Petition is disposed of as follows:
1st respondent is directed to pay the bill amount to the petitioner within a period of two weeks from the date of receipt of a copy of this Writ Petition.
