The petitioner was appointed as the Junior Engineer (Civil) in the Nagar Nigam, Allahabad. In continuity of the said appointment he was given ad-hoc appointment on the aforesaid post vide order dated 7.3.1995. His services as Junior Engineer (Civil) were regularized vide order dated 1.4.2004.
The contention of the petitioner is that once his ad-hoc appointment has been regularized on substantive post, the services rendered by him on ad-hoc basis is to be added in regular service for promotion to the post of Assistant Engineer (Civil).
The petitioner wants that he should be promoted to the post of Assistant Engineer (Civil).
The petitioner has not laid any foundation in the petition as to the manner in which the promotion on the post of Assistant Engineer (Civil) are to be made.
In such a situation, we dispose of the writ petition with the direction to the Principal Secretary, Nagar Vikas, U.P. Government, Lucknow, respondent No.2 to consider the representation of the petitioner dated 15.1.2018 sent by registered/speed post with regard to his candidature to the post of Assistant Engineer (Civil) in accordance with law, most expeditiously, if possible within a period of three months from today.
The petitioner is permitted to move a fresh representation in furtherance of the earlier representation within a period of two weeks from today for the purposes of promotion and seniority.
The writ petition is disposed of.
