Petitioner is an Assistant Professor in the Department of Business Management, College of Agriculture Engineering and Technology, Etawah. The College is affiliated to Chandra Shekhar Azad University of Agriculture & Technology, Kanpur. Grievance of the petitioner is that though his claim for promotion to the post of Associate Professor is liable to be considered in terms of the Career Advancement Scheme introduced in the University concerned but such claim of the petitioner for promotion has not been examined so far. Petitioner is accordingly before this Court in the present petition.
Sri Rakesh Kumar, learned counsel appearing for the respondent University submits that the Selection Committee for the purposes of considering the candidature in the Career Advancement Scheme is the same as is the committee constituted for regular promotion. It is contended that experts have been invited but the competent authority is yet to nominate persons for such purposes. It is stated that as soon as experts are nominated, the Selection Committee shall proceed further in accordance with law. It is also pointed out that issues relating to applicability of laws of reservation to be applied for determination of vacancy was also the reason for non- consideration of such claim so far. It is, however, submitted that an appropriate decision would be taken at the earliest possible.
In view of the above, this petition stands disposed of with the observation that the University shall ensure that petitioner's candidature for promotion in terms of the career advancement scheme is examined at the earliest possible, preferably within a period of four months from the date of presentation of a certified copy of this order.
