Apart from the question that there is a delay, the writ petition itself was decided after 14 years. We have heard learned counsel for the parties and also perused the order passed by the learned Single Judge as well as the record. We see no reason to interfere in the order passed by the learned Single Judge.

The Special Appeal is accordingly dismissed.
