HON’BLE SRI JUSTICE P.NAVEEN RAO WRIT PETITION Nos.20146, 20156, 20158, 20162, 20166, 20176, 20177, 20179 & 20251 of 2014 COMMON ORDER:
In all these cases, the complaint of the petitioners is that earlier when the petitioners wanted to present the Deeds of Conveyance, the Sub-Registrar, Renigunta, Chittoor District (3rd respondent) refused to receive them on the ground that unless a No Objection Certificate is produced from the revenue authorities, he cannot receive the documents. Compelled by the said action of the Sub-Registrar, writ petitions were instituted earlier and those writ petitions were disposed of directing the Sub-Registrar to receive the documents without insisting for production of No Objection Certificate from the revenue authorities. It is the case of the petitioners that when the petitioners approached the Sub-Registrar along with the order of this Court not to insist for a No Objection Certificate, this time the Sub-Registrar refused to receive the documents on the ground that the properties on which the registration is proposed, the Deeds of Conveyance are prohibited and, therefore, he cannot accept the documents.
2. The Joint Sub-Registrar, Renigunta, Chittoor District, furnished remarks in W.P.No.20251 of 2014 to the learned Assistant Government Pleader. It is the assertion of the Joint Sub-Registrar that no document was presented for processing to the Sub-Registrar after the orders of this Court in W.P.No.2709 of 2014, dated 04.02.2014, and states that he would take necessary action as and when such documents are presented.
3. There is no material on record which would disclose that the petitioners have presented the documents, but the Sub-Registrar has refused to receive the same. Only an assertion is made stating that they have presented the documents, but the Sub- Registrar has refused to receive the documents.
4. According to the learned Assistant Government Pleader, the remarks furnished by the Joint Sub-Registrar, Renigunta, Chittoor District, would apply to all the cases.

Having regard to the stand taken by the Sub-Registrar, Renigunta, Chittoor District (3rd respondent), liberty is granted to the petitioners to present the Deeds of Conveyance concerning the respective lands, which they claim to own and which they intend to alienate, before the Sub-Registrar and as and when such Deeds of Conveyance are presented, the Sub-Registrar shall receive and process the same in accordance with the Registration Act, 1908 and the Indian Stamp Act, 1899, within a period of two (2) weeks from the date of receipt of such documents. If the Sub-Registrar has valid reasons to take a decision not to process the Deeds of Conveyance for registration, he shall pass orders by assigning due reasons and communicate the same to the petitioners.
6. With the above observations, the Writ Petitions are disposed of. There shall be no order as to costs. Miscellaneous petitions, if any, pending in this writ petition shall stand closed.
