Let Secretary Women and Chiild welfare Uttar Pradesh, Lucknow file her personal affidavit by the next date after spot inspection of all Rajkiya Sampreshan Grih and Rajkiya Bal Grih as well as Rajkiya Pashchatwarti Dekh-Rekh centers establish under Sections 8 and 34 of the Juvenile Justice (Care and Protection of Children) Act, 2000, disclosing the actual number of inmates residing in each of these homes on the date of visit vis a vis the sanction strength, number of rooms and toilets in use. If any room or toilet is not worth use of human being, the Secretary shall make reference to such rooms and toilets separately. The Secretary will also state the actual amount sanctioned for each child and provisions made for education, medical, food qua each children residing in such homes and the permanent staff appointed for looking after the welfare of the Children details of staff engaged on contractual basis shall be indicated separately. Prima facie from the news report,contained in Hindustan Times Daily newspaper, which have been brought on record by means of the application we are disturbed to notice the contents of the same. The Heading reads as: For God Sake. Similarly another news report published in Hindustan Times dated 14.01.2006 records that a child of such homes expored for want of proper treatment. In view of Article 21 of the Constitution of India any negligence on the part of the State to excuse a decent life for inmates of such homes has be dealt with family. The State is further directed to ensure human living condition in the aforesaid homes and if deficiency in that regard is removed by necessary action by the next date.
