2. Admittedly the petitioner's grievance is against the encroachment made by the private individuals.
3. Leaving it open to the petitioner to pursue the remedies where they lie, the present petition seeking direction in the nature of mandamus to the District Magistrate to decide non- statutory representation, is not maintainable.
4. With the aforesaid observation, the present petition is disposed of.
