The petitioner is aggrieved by the evaluation of her answer sheets of English language of the S.S.C. Examinations. The petitioner is stated to be a meritorious student and she applied for verification of her English paper after results were announced. When the verification was conducted, the S.S.C. Board reported that there is no change in the marks awarded to the petitioner. The grievance of the petitioner in the present Writ Petition is that to the extent of answers given by her with regard to certain questions, the evaluation is contrary to the instructions issued to the examiners. A copy of the instructions is filed as Ex.P6, which shows that the Controller of Examinations gave details as to how the question paper is evaluated. The petitioner’s father made a representation to the Director, Government Examinations on 03.07.2014, requesting them to re-examine the evaluation of the petitioner’s English answer paper, and aggrieved by the inaction, the present Writ Petition is filed.
I have heard learned counsel for the petitioner.
While the petitioner’s grievance may be justified, there is no provision brought to my notice, which empowers the S.S.C. Board to undertake the evaluation of any answer paper in the S.S.C. examinations. The evaluation of answers by the concerned examiners is a matter in the realm of academics and this Court cannot substitute its opinion to that of the examiners evaluation.
In the absence of any regulation, a mandamus, as sought for by the petitioner, cannot be issued.
The Writ Petition is, accordingly, dismissed. There shall be no order as to costs.
Miscellaneous petitions, if any, pending in this Writ Petition shall stand closed.
