Heard learned counsel for the petitioner and Sri B.D. Pandey for respondents 1 to 3.
The grievance of the petitioner can be gathered from his representation which has been appended at page 22 of the petition.
It appears that the petitioner has represented to the Vice Chancellor of Bundelkhand University, Jhansi that she was a regular student of Pahalwan Gurudeen Mahila Mahavidyalay Panari, Lalitpur, a college affiliated to the University, pursuing B.A. course, but her examination form was not submitted online by the college, despite charging fees from her, and when she complained, the clerk concerned had threatened her.
The prayer of the petitioner is that her grievance may be considered and she may be allowed to fill her examination form for appearance in B.A. II year examination.
Whether the petitioner was at fault or the college concerned was at fault can be examined by the University authorities after giving opportunity of hearing to the parties.
In view of above, this Court considers it appropriate to dispose of this petition with liberty to the petitioner to represent her cause before the Examination Controller of Bundelkhand University. If any such representation is filed along with certified copy of this order and other relevant documents, the Examination Controller shall call for report from the college concerned and proceed to take appropriate decision, in accordance with law, preferably, within next two weeks.
With the aforesaid liberty/observation, the petition is
disposed off.
