Undisputedly the services of the petitioner as a Home Guard were terminated on 29 March 2010. This petition represents the first challenge laid to the said order. There is no explanation of the evident laches. It is well settled that mere making of representations would not explain the delay which has been caused in approaching this Court or instituting appropriate proceedings.
The writ petition is consequently dismissed on the ground of laches.
