Heard Sri Vishnu Shankar Choubey, learned counsel for the petitioners and learned Standing Counsel for the respondent- State.
The writ petition is directed against the notice dated 28.05.2019 issued by the respondent No.4. The petitioner has not able to demonstrate as to how the respondent No.4 is an instrumentality of state under Article 12 of the Constitution of India.
The writ petition is not maintainable. The writ petition is dismissed.
