JUDGMENT / ORDER

Petitioner is before this Court seeking following reliefs, presenting the matter as a public interest litigation.
“(i) To call for the records relating to Exts. P1 to P10 and to issue a writ of mandamus commanding the first respondent to order Vigilance enquiry and investigation into the awarding of contract work, the nature of the contract work carried out, the quality of the work done etc. and also the manner of inviting tenders, the payment effected etc. and to bring all the offenders under law by registering criminal cases against them and bring them under law;
(ii) To issue any appropriate writ, order or direction commanding the first respondent to constitute a team of expert in Civil Engineering and Constructions field, i.e. Roads and Bridges, to conduct study regarding the nature of the works, its quality etc, undertaken by the 3rd respondent in respect of Chalakkudy-Vettukavu Bridge and approach Road works and also the manner in which W.P.(C) No. 24168 of 2013 : 2 :
sub contracts were given and to submit report regarding the same and also to prosecute the offenders and to recover the loss caused to the government from the responsible officers and contractors;
(iii) To issue a writ of mandamus commanding the first respondent to order Vigilance enquiry relating to the handling of contract work in respect of Anamala- Chalakkury Road (Athirappally Road) and the manner in which the 3rd respondent gave the right which they detained in favour of other contractors and the game plan involved which ultimately resulted causing loss to the government;
(iv) To issue a writ of mandamus commanding the respondents not to disburse further bill amounts to the contractors including that of the sub contractors under the 3rd respondent till Vigilance enquiry is conducted and report is submitted;
(v) To issue a writ of mandamus commanding the respondents to initiate prosecution steps against all concerned employees for having participated in the fraud committed to deceive government, by ending to carry out poor quality work of Roads and Bridges and to recover all such losses caused to the people and government through such illegal and irregular conduct of work;
W.P.(C) No. 24168 of 2013 : 3 :
(vi) Any other appropriate, writ, order or direction also may be granted to meet out justice under the circumstances of the above case.
2. As per the contents of writ petition, according to petitioner on account of difference of measurements of the bridge, there is a suspicion of some corrupt practice is adopted. However, petitioner says, already he has lodged a complaint before 6th respondent as per Exts. P10 and P11. In the light of such complaints, we direct the 6th respondent to look into said complaint and dispose of the same in accordance with the procedure within one month from the date of receipt of a copy of the judgment.
The writ petition is disposed of.
