The petitioner approached the Revenue Officials for issuance of possession certificate and site plan by the Village Officer. This was refused. Accordingly, the petitioner has approached this Court.

The learned Government Pleader, on instructions, submits that there is a dispute regarding the removal of earth from the property and the matter is pending before the Revenue Divisional Officer and on account of this fact, the Revenue Officials refused to issue site plan and possession certificate.
Pendency of any proceedings before the Revenue Divisional Officer against any illegal act or otherwise will not stand in the way of the Revenue Officials in issuing W.P.(C) No.30172 of 2014 2 possession certificate and site plan to the petitioner as requested by him in respect of the property owned by him.
Therefore, there shall be a direction to the third respondent to issue necessary possession certificate and sketch plan as requested by the petitioner within a period of two weeks from the date of receipt of a copy of this judgment.
The writ petition is disposed of as above.
