JUDGMENT / ORDER

Antony Dominic, J. Appellant has filed a writ petition essentially complaining that the pay of Assistant Secretary, fixed on 25.11.1986, is erroneous and should be rectified. Pleadings in the writ petition itself show that the appellant was promoted to the post of Assistant Secretary in 1995, as Secretary with effect from 15.5.2002 and he retired from service on 31.10.2006. Therefore, if at all the appellant had a complaint that the pay of Assistant Secretary as fixed on 25.11.1986 suffered from any anomaly, the appellant could have taken up the matter at least at the time when he was promoted to that post in 1995, which has not been done and instead, even going by the records produced by the appellant, it was only on 12.5.2000 that he represented for the first time. In such circumstances, we fully concur with the view taken by the learned single Judge that the claim now made by the appellant is highly belated. Writ petition is dismissed.
