The petitioner is alleged to have made certain unauthorised constructions, which are directed to be demolished. According to the petitioner, Exhibit P6 has been issued by the 1st respondent without issuing notice to or hearing the petitioner.

Since the petitioner was not heard before the issue of Exhibit P6, the same is set aside. The 1st respondent is directed to consider the matter afresh, after affording an opportunity of being heard to the petitioner as well as the 2nd respondent and to pass necessary orders in the matter, as expeditiously as possible and at any rate within a period of one month of the date of receipt of a copy of this judgment.
