Learned advocate for the petitioner has invited this court's attention to para-3 at page-5 and contended that the respondents have discriminated against the petitioner, as the person named in that paragraph is given extension on account of his inability to excavate on account of monsoon, though the petitioner was also suffering same handicapped, the said consideration was not thought proper for granting extension in case of petitioner. Hence notice returnable on 16.02.2012. Direct service permitted today. Learned advocate for the petitioner has ensures this court that the notice be served to the respondents on 10.02.2012.
