The present petition has been filed by the petitioner alleging that the respondent no. 6 has married twice and in this regard a complaint has been made by the petitioner, on which an enquiry is said to be pending.
This Court raised a specific query with regard to the locus of the petitioner, the petitioner states that she is a social worker and thus entitled to raise a claim and to file the present petition. He argues that in terms of the Government Order dated 1st August, 1997, the petitioner is entitled to approach this Court.
I have perused the said order. There is no such thing that the petitioner is entitled to approach this Court by filing a petition under Article 226 of the Constitution of India. Furthermore, it is well settled that a Government Order will not confer locus of the petitioner.
I am afraid that the petitioner has no rights whatsoever much less an enforceable right to approach this Court in exercise of powers under Article 226 of the Constitution of India.
Holding that the petitioner has no rights to approach this Court, the writ petition stands dismissed.
