Before parting, we provide that Sri Manas Bhargava, Amicus Curiae, appearing for the appellant in the present Appeal, shall be paid a sum of Rs.5,500/- towards counsel's fee. State Government is directed to ensure payment of aforesaid fee within one month from today.
