JUDGMENT / ORDER

Heard Sri Pawan Kumar Pandey, learned counsel for the petitioner.
Notices on behalf of opposite party Nos.1, 2 and 3 have been accepted by the office of the learned Chief Standing Counsel.
Since this writ petition is being decided at the admission stage and no prejudice is being caused to the opposite party No.4 by means of this order, therefore, the notice to opposite party No.4 is hereby dispensed with.
After making arguments at some length, learned counsel for the petitioner has prayed that he may be permitted to withdraw this writ petition, at this stage, with liberty to file afresh petition.
Accordingly, the writ petition is dismissed as withdrawn with the aforesaid liberty.
