Prayer: Petition filed under Article 226 of the Constitution of India to issue a writ of certiorari to call for the records on the file of the respondent herein in Na.Ka.No.5711/2002/A4 dated 13.11.2002 and quash the same as illegal, incompetent and for consequential orders.
