Heard learned counsel for the petitioner and Sri V.B. Yadav, learned Standing Counsel.
Learned Standing Counsel has placed on record the instructions which for the purposes of identification are marked as "X".
The petitioner who is a Chakbandi Lekhpal has been placed under suspension in terms of the order impugned.
According to the learned counsel for the petitioner, the order of suspension has been made on a wholly unsubstantiated complaint made by the fourth respondent. However, from the material which has been placed on the record by the learned Standing Counsel, the Court notes that the complaint which was made by the fourth respondent related to the petitioner demanding illegal gratification for the issuance of a certified copy.
Bearing in mind the seriousness of the charge, the Court finds no ground to interfere with the impugned order.
The writ petition is dismissed.
It is however provided that subject to the petitioner cooperating in the enquiry proceedings and not taking any unnecessary adjournments, all endeavour shall be made by the respondents to conclude the enquiry proceedings with expedition and preferably within three months from the date of presentation of a certified copy of this order.
