JUDGMENT / ORDER

The petitioner has filed this writ petition seeking a direction to the 2nd respondent to consider and finally dispose of Ext.P4 appeal preferred by the petitioner against Ext.P3. As per Ext.P3, the 3rd respondent has directed the petitioner to stop the functioning of a peeling shed that was being conducted by him. The petitioner has preferred Ext.P4 appeal against Ext.P3, which is pending. Adv.Sri.R.Rajasekharan Pillai appears for respondents 2 and 3. The learned Government Pleader appears for the 1st respondent.
2. Since Ext.P4 appeal is pending consideration of the 2nd respondent, it is only appropriate that the same is considered and disposed of without delay.
This writ petition is therefore disposed of directing the 2nd respondent to consider Ext.P4 appeal in accordance with law and to pass appropriate orders thereon, after affording an opportunity of being heard to the petitioner also, as expeditiously as possible and at any rate within a period of one month of the date of receipt of a copy of this judgment. Until the appeal is finally disposed of, all further proceedings based on or pursuant to Ext.P3 shall be kept in abeyance.
