In fact, amendments were brought to the Motor Vehicle Taxation Act and circulars were issued for implementation of the enhanced rates and collection thereof; by circulars, Exts.P2 and P3. The learned Government Pleader submits that in fact, the inspection as also endorsement can be done by the 5th respondent. 2. In such circumstance, the 4th respondent shall forward Ext.P5 to the 5th respondent, who shall conduct inspection of the vehicle and also make endorsement of tax W.P.(C) No. 15000 of 2014 2 in the Registration Certificate. The petitioner shall produce the vehicle before the 5th respondent, within three weeks from today, and also file an undertaking before the 5th respondent that the petitioner shall not change the seating arrangements in the vehicle which is seen at inspection.
