The petitioners are candidates included in Ext.P1 ranked list published by the Kerala Public Service Commission for appointment to the post of Electricity Worker (Mazdoor) in the Kerala State Electricity Board. In this writ petition filed on 6.7.2012 they seek a writ in the nature of mandamus commanding the second respondent, Chief Engineer to report 59 substantive vacancies of Electricity Worker to the Kerala Public Service Commission. They also seek a writ in the nature of mandamus directing the Kerala Public Service Commission to appoint candidates from Ext.P1 rank list against such vacancies. 2. When the writ petition came up for admission hearing on 17.7.2012, it was submitted that pursuant to Ext.P4 interim order passed by this Court on 24.10.2011 in W.P.(C) No.6468 of 2011 and connected cases 19 vacancies have been reported, that candidates were advised and appointments were made against the said vacancies and that there are two further vacancies; one on account of death of an employee and another on account of a candidate not joining duty. It was also submitted that the said vacancies would also be reported. The 2 aforesaid submission was recorded. Later on 23.7.2012, this Court passed an interim order directing the respondents to see that all available vacancies are reported to the Kerala Public Service Commission before the expiry of the ranked list. When the writ petition came up for hearing on 11.6.2014, this Court directed the second respondent to file an affidavit and state whether any vacancy of Electricity Worker (Mazdoor) is in existence.
When the writ petition came up for hearing today, Sri.P.C.Sasidharan, learned standing counsel appearing for the Kerala Public Service Commission submitted that the ranked list ceased to be in force on 31.7.2012 and that on 27.7.2012, 27 vacancies were reported and candidates were appointed against the said vacancies. In such circumstances, I am of the opinion that no further orders are called for in this writ petition. It is accordingly closed.
