The petitioner is aggrieved with the non-consideration of a One Time Settlement Scheme (OTS), for which he claims to have made a representation as per Ext.P6. In fact, the writ petition was filed without any indication as to what was the basis for such prayer for OTS. By an additional affidavit, Ext.P10 Circular No. 15 of 2004, was produced. Evidently, the Circular stipulated that the Circular was applicable only till 31.07.2004. The petitioner has chosen to challenge the alleged denial of relief under the Circular in the year 2009. The claim made as per Ext.P6 is also far later in the year 2006. In such circumstance, the petitioner's claim for OTS cannot be sustained. The same is rejected. The writ petition would stand dismissed.
