JUDGMENT / ORDER

Learned counsel for the petitioner pleads that the petitioner has not been given benefit of one increment on completion of ten years' satisfactory service on 10.9.2003 and promotional pay-scale on completion of fourteen years' satisfactory service on 10.9.2007.
Sri Rahul Shukla, learned Standing Counsel puts in appearance for respondent nos.1 to 3.
Issue notice to respondent No.4 through normal process and registered A.D. post, returnable in four weeks.
In the meantime, counter affidavit be filed.
