O R D E R The petitioners have challenged the communication dated 03.09.2019 issued by the respondent No.1 insofar as the petitioner is concerned, whereby the request of the petitioners for change of branch has been rejected.
2. It is submitted that the petitioners are studying in the respondent No.2 – Institution affiliated to the respondent No.1 – University. The respondent – University, as per the guidelines of the All India Council for Technical Education has issued notification to all the colleges affiliated to the University to submit list of students who intend to change their branch of Engineering education. The petitioners have applied for change of branch and the same has been sent to the respondent-University through the respondent No.2 – College, which has been rejected by the University. Hence, the present writ petition.
3. It is ex-facie apparent that no reasons have been assigned in the communication dated 03.09.2019 for rejection of request of change of branch to the petitioners.
4. In the circumstances, the respondent No.1- University shall re-consider the application/request of the petitioners submitted through the respondent No.2 – College and take a decision by passing a speaking order and the same shall be communicated to the petitioners/respondent No.2-College in an expedite manner in any event not later than two weeks from the date of receipt of certified copy of the order.
Writ petition stands disposed of in terms of the above.
