JUDGMENT / ORDER

Heard Mr Virendra Singh, learned counsel for the petitioner as well as learned Standing Counsel.
The petitioner seeks extra ordinary promotion to the post of Sub Inspector on the basis of her participation in All India Games Tournament in which she received bronze model.
The learned counsel for the petitioner submits that game" Tug of War" is a recognized Olympic game. She participated in first All India Shahid Bhagat Singh Tug of War tournament , 1997. According to learned counsel for the petitioner, it was All India level competition organized by Tug of War Federation of India, which is recognized by the Government of India as well as Indian Olympic Associations. It is stated that teams of several States of the country participated in the tug of war tournament organized at Police Line Agra. In this tournament the petitioner was awarded bronze model. Thus, she claims that she fulfills the eligibility criteria for grant of out of turn promotion as is provided under the Government Order dated 7.2.2003.
For giving out of turn promotion to the post of Sub Inspector or on the post equivalent thereto clause (5) of the Government order dated 7 th February, 2013 provides that the sportsman who being selected for the Indian Team has received gold or silver or bronze modal in international tournament or being selected in the U.P. State Team or Indian Police Team has received gold, silver or bronze modal in the national competition / national games or has received one gold, two silver modal in All India police Sports Competition.
The certificate issued to the petitioner speaks that it was tournament named as First All India Shahid Bhagat Singh Tug of War Tournament under the auspices of Tug of War Federation of India which cannot be said to be the tournament organized at the international level nor at the national level sports. It was simply organized by the Non Government Organization called as U.P. Tug of War Association ( registered).
The petitioner claims parity of one Km. Alka Agrawal, who has also been awarded out of turn promotion to the post of Sub Inspector. The order giving out of turn promotion to her speaks that she participated in the national Woman's Boxing Competition organized at the State level by the State Government whereas the petitioner participated in the sport competition organized by the Non Government Organization, which cannot be said to be a competition at State level.
Therefore, I am of the view that petitioner's claim of parity of Km. Alka Agrawal is misconceived.
In the result, the writ petition is dismissed.
