1. Petitioner claims cultivatory rights over the land in question through succession. At present, it appears that the petitioner has applied to the District Magistrate, Mathura for mutation, who is not the competent authority.
2. In view of such fact, present petition is not maintainable.
3. Accordingly, no writ can be issued at this stage. Present writ petition is dismissed, leaving it open to the petitioner to approach before appropriate authority in the prescribed form and manner, which application, if filed by the petitioner, the same may be decided on its own merit.
