Rule is permitted to be served through Speed Post to respondent no.1 and in addition thereto learned advocate is permitted to submit one copy with Annexures in the office of the Assistant Solicitor General. The Registry is directed to list this matter for final hearing in seriatim considering the actual date of detention. Direct service qua respondents No.2 and 3 is permitted.
