It is submitted by the learned counsel for the petitioner that against the unauthorized withholding of the payments, to which the petitioner is entitled in view of the work done by him under a work order granted by the respondent, petitioner has filed a representation before respondent no. 3, which has been forwarded by him to the respondent no. 4. The respondent no. 4 has not taken any decision till date. Hence a direction be issued to respondent no. 4 to decide the petitioner's representation.
Having heard learned counsel for the petitioner and without expressing any opinion on the merits, we dispose of the writ petition with liberty to the petitioner to make a fresh representation, ventilating all his grievances, before respondent no. 2 along with certified copy of this order within two weeks from today. In case any such representation is filed by the petitioner before respondent no. 2 within the time indicated herein above, he shall consider and decide the same expeditiously, preferably within four weeks from the date of filing of such representation before him.
