The present petition has been filed for a direction upon the respondent authorities to grant/pay scholarship & fee-reimbursement to the petitioner for the academic session 2016-17.
The case of the petitioner is that the petitioner had taken admission for BTC Course in an institution, named, Radha Krishan College of Education B.T.C., Ajnokh, Barsana, District Mathura (respondent no.4) and had submitted an application for scholarship and fee reimbursement as per the policy of the Government.
It is the case of the petitioner that she belongs to other backward class and comes from a family with low income as such she is entitled for fee- reimbursement.
Learned Standing Counsel, who appears for the respondents 1 to 3, has submitted that the grievance of the petitioner can be addressed by the respondent no.3 (District Social Welfare Officer, Mathura) after verifying the facts as well as entitlement of the petitioner under the policy/scheme, if any.
Without expressing any opinion on the merits of the claim of the petitioner, this Court considers it appropriate to dispose of this petition with liberty to the petitioner to represent her cause before the third respondent (District Social Welfare Officer). If any such representation is filed along with certified copy of this order as well as other relevant documents showing entitlement of the petitioner as also that the application was submitted as per the procedure prescribed, the third respondent shall take an appropriate decision in the matter by passing a speaking order after calling for report from the institution as well as authorities concerned. In case, such decision is to be taken by any other officer or authority then the District Social Welfare Officer shall forward the representation to the concerned authority with his report.
It is expected that the aforesaid exercise shall be completed within a period of eight weeks from the date of filing of such representation.
