Learned Advocate submitted that communication dated 18.10.2012, a copy of which is placed at Annexure-C to this petition, is without any authority. Learned Advocate placed reliance on a decision of the Bombay High Court in the matter of Sicom Vs. Union of India & Ors., reported in AIR 2007 Bombay-1.

Learned Advocate could not convince this Court that the matter requires consideration at the hands of this Court. Hence, the petition is dismissed.
