JUDGMENT / ORDER

The petitioner is a holder of Arm licence. He was worked as security guard in the bank. The petitioner submitted an application for renewal of licence. His application has been rejected by the 2nd respondent. Ext.P1 is the order of rejection. It is stated therein that there is no threat to the life of the petitioner. Ext.P1 is challenged in appeal before the Land Revenue Commissioner. In Ext.P2 order, Ext.P1 is set aside the matter was remanded back to the 2nd respondent. Thereafter, Ext.P3 order has been passed by th 2nd respondent. It is stated therein that there is no reason to modify the earlier order Ext.P1. It is aggrieved by Ext.P3 the petitioner has approached this Court. It is admitted that there is no adverse recommendation against the petitioner by the District Police Chief. In Muhamed Shafi v. District Collector (2012 (1) KLT 427), this Court held that request W.P.(c).No. 31338 of 2014 : 2 : for renewal of licence can be rejected only in terms of Section 14 of the Arms Act 1959. The reason referred in the impugned order for rejecting the petitioner's application for renewal is not one come under Section 14 of the Arms Act. No other grounds have been referred to for refusal of renewal of licence.
2. In view of the above, impugned order is set aside. The first respondent is directed to renew the petitioner's licence within a period of four weeks from the date of receipt of a copy of this judgment.
The writ petition is disposed of as above.
