2. The controversy involved in the petition is grant of second higher grade scale to the petitioner. It is not in dispute that the petitioner has reached the stage of stagnation.

3. Learned A.G.P., Ms. Mehta seeks time to take instructions as to under what circumstances, the petitioner was denied the second higher grade scale on the face of having reached the maximum in the pay scale of 4500-7000.
