As per leaned counsel for the petitioner the petitioner was promoted as Pradhan Lipik in the Institution on 19.1.05. He has worked for more than 5 years. Suddenly, without affording any opportunity of hearing and following principles of natural justice, his official promotion order has been cancelled by the D.I.O.S. Hamirpur. The petitioner's case is covered by judgment rendered by Hon'ble Apex Court in Shrawan Kumar Jha and others vs. State of Bihar 1991 Supp.(1) Supreme Court Cases 330. The operation of the impugned order shall remain stayed till further orders of the Court.
