The petitioner has filed this writ petition for mandamus directing the respondents to grant the Assistant Engineers in PWD (Civil), time bound promotion and grant proper pay scales by removing anomalies.
2. This Court finds that the petitioner has not impleaded the proper party to issue direction and he has impleaded secretaries of the different departments and could not pass orders in favour of the writ petitioner.
3. Accordingly, this writ petition is dismissed with liberty to the petitioner to approach the proper authority for appropriate relief. Consequently, connected miscellaneous petition is closed.
