THE HON’BLE SRI JUSTICE R.KANTHA RAO WRIT PETITION No.24184 of 2014 ORDER:
Heard the learned counsel appearing for the petitioner and the learned standing counsel appearing for respondents 1 and 2 and also the learned Government Pleader appearing for respondent No.3 The first respondent University made a requisition dated 10-6-2014 to the District Employment Officer, District Employment Exchange, Chittoor to sponsor the candidates belonging to SC/ST community for two posts of Scavenger (ST), which was renamed as Sanitary Attendants, six posts of Sweepers and two posts of Animal Attendants.
The petitioner claims to be one of the eligible candidates for the aforesaid posts. The grievance of the petitioner is that the respondents have not been receiving the applications from the candidates other than those sponsored by the Employment Exchange.
The present writ petition is therefore filed to direct the respondents to consider the case of the petitioner for the posts of Sanitary Attendants, Sweepers and Animal Attendants in Class-IV category without insisting upon his name being sponsored by the third respondent.
Reliance is placed by the learned counsel appearing for the petitioner on EXCISE SUPERINTENDENT MALKAPATNAM, KRISHNA DISTDRICT, A.P., Vs.

K.B.N. VISWESHWARA RAO AND OTHERS , wherein, the Supreme Court has laid down categorically that restricting the selection only to the candidates sponsored by employment exchange is not proper. In addition to requisitioning the names from employment exchange, names should also be called for by publication in newspapers, having wide circulation and display on office notice boards or announcement on radio, television and employment news bulletins.
In view of the above Judgment of the Hon’ble Supreme Court, the respondents are under obligation to receive the application from the petitioner.
Accordingly, the writ petition is allowed and the respondents are directed to consider the case of the petitioner for the selection process for the posts of Sanitary Attendants, Sweepers and Animal Attendants under Class IV category (Attenders/Assistants etc) without insisting upon that his name should be sponsored by the 3rd respondent for appointment of the petitioner in the said posts. No order as to costs. The Miscellaneous Petitions pending if any shall stand closed.
