The explanation rendered by Registrar (Judicial) dated 23.4.2012 indirectly amounts usurping jurisdiction of this Court vested under Articles 226 and 227 of the Constitution of India and the decisions relied on have no relevance whatsoever and the Registrar (Judicial) has entered into an arena of judicial appreciation of the order impugned and he is directed to remain personally present before this Court at 2:30 p.m. today.

Copy of the order be given to Registrar (Judicial).
