Heard Sri Aklank Kumar Jain, learned counsel for the petitioner and Sri Suchit Tandon appearing for Union of India as well as S.D.Kautilya, learned counsel appearing for Nagar Nigam, Allahabad.
By means of this writ petition, the petitioner who claims to be interested in bidding for selection of Master System Integrator (MSI) for implementation of Integrated Command & Control Center (ICCC) in in Allahabad city for participation and tendering bid, instruction to bidders has been issued on 14.4.2018. The petitioner claims that according to the Government of India guidelines, 2002, the conditions mentioned in the brochure of bid are inconsistent and, therefore, the entire process should be scrapped and fresh tender should be invited according to the instructions already issued by the Central Government in 2002.
It is to be noted that in the brochure itself it is provided that the last date for receipt of query for Request for Proposal (RFP) is 20.4.2018 and last date of submission of bid is 2.5.2018. The petitioner never made such query with regard to the discrepancy alleged by him in the tender notice and conditions within the prescribed time and not even before the date of bid. That being the case and the bids having already been tendered, at this stage due to the laxity of the petitioner himself, no interference is called for.
The writ petition has no merit and is dismissed.
