JUDGMENT / ORDER

Heard Mr.Harshadray A. Dave, learned advocate for the petitioner. It is submitted by him that by order dated 15.06.2011, the Collector has returned the application of the petitioner for presentation before the Competent Authority, without assigning any reason, in spite of the fact that the Collector, himself, is the Competent Authority.
Issue Notice, returnable on 20.01.2012.
In addition to the normal mode of service, Direct Service is also permitted.
