It is reported that the writ petition is barred by laches. The petitioner has moved an application for condonation of delay. No limitation is provided under Article 226 of the Constitution of India for the writ petition. However, the writ petition should normally be entertained within a period of 90 days and when there is delay, the same should be explained in the writ petition itself.

As prayed, the petitioner is allowed two weeks time to file supplementary affidavit explaining the delay.
