JUDGMENT / ORDER

Nobody is present on behalf of respondents even in the revised reading of the list, although notice on their behalf has been accepted by the learned Additional Solicitor General of India.
Heard Sri Ravi Chandra Srivastava, learned counsel for the petitioner.
In paragraph-6 of the writ petition it is stated that the petitioner has appeared in Course No.MR-1 on 5th March, 2008 and in another Course of JCO on 3rd July, 2008. However, his results have not been declared nor he has been granted promotion. It is stated that the petitioner is due to retire on 31st July, 2010 and therefore, the respondents may be directed to take appropriate decision in the matter of promotion of the petitioner at the earliest.
Without entering into the merits of the claim set up by the petitioner, this writ petition is disposed of by providing that the petitioner may make a representation, ventilating his grievances, supported by such documents, as he may be advised, before respondent no.2 within two weeks from today, along with a certified copy of this order. On such representation being made, respondent no.2 shall consider and decide the same, in accordance with law, by means of a reasoned speaking order, preferably within four weeks from the date the representation is made.
