Heard learned counsel for the petitioner, learned Standing Counsel for the State-respondents and learned counsel for respondent no.7.
Submission is that some representation has been made to the Examination Controller of Prof. Rajendra Singh (Rajju Bhaiya) Universtity, Prayagraj, U.P. regarding admission / promotion to the higher class on 02.03.2020. Because of inability / inaction on the part of the petitioner in fulfilling On-line examination form, she could not be promoted to the higher class or next semester.
Now, learned counsel for respondent no.7 submits that the petitioner should be debarred from promotion to the higher class along with other candidates who have been given advantage because of pandemic Covid-19.
The grievance of the petitioner for filling up Examination Form of B.Sc. IInd year Session 2019-
20 in the website of University in view of the application / representation dated 02.03.2020 and declaring him to be promoted from B.Sc. IInd year to B.Sc. IIIrd year as per the guidelines dated 16.07.2020 and 08.10.2020, needs to be examined by respondent no.7 at the first instance.
Accordingly, the petitioner may make a representation, ventilating all his grievances, supported by such documents, as may be advised before the respondent no.7 within two weeks from today, along with a certified copy of this order. On such representation being made, respondent no.7 shall consider and decide the same, in accordance with law by means of a reasoned speaking order, preferably within eight weeks from the date the representation is made.
It is expected that respondent no.7 along with other respondents, particularly respondent no.3, Controller of Examination will cooperate and facilitate the petitioner by providing an opportunity to fulfil examination form in order to arrive at logical end of the controversy which is resting on non-fulfilment of examination form.
With the aforesaid directions, the instant petition is disposed of.
Cost easy.
