The petitioner's vehicle bearing registration No.KL-4-E- 8532 has been seized alleging transportation of river sand without permit. The petitioner submits that at the time of seizure, the vehicle was empty. The seizure mahazar also does not disclose whether the vehicle was seized with the sand.
Considering the facts and circumstances, there shall be a direction to the second respondent to release the vehicle on executing a simple bond with two sureties. The first respondent shall conclude the proceedings for confiscation within a period of two months after affording an opportunity of hearing to the petitioner.
The writ petition is disposed of as above.
