Dr. Vinod Kumar Rai learned counsel for the respondents tried to serve the notices upon the learned counsel for the petitioner Sri Anil Sharma but, as learned counsel for the respondents submits, the office of Sri Anil Sharma refused to take notices.

It has been stated that the sole petitioner has died on 4.1.2013 and no substitution application has been filed to bring on record his legal heirs and representatives.
Under such circumstances, the application is allowed. The writ petition is dismissed as having abated.
